Fort Belvoir and the surrounding community became safer on Friday thanks to the apprehension of a child sex abuse suspect.

Spc. Cody Forsythe, 212th Military Police Detachment, military policeman apprehended Harry Jameel Delain on Friday at 5 a.m. after he found Delain had pulled over his tractor-trailer inside Tulley Gate. Delain was asleep when Forsythe approached his vehicle.

“There are normally trucks pulled over there because it’s the only gate they can deliver through. But, when I returned to the station, I received a call saying there is a vehicle blocking traffic at the gate,” said Forsythe. “I located the truck, ran the rear license plate of the vehicle and it came back valid. The truck started moving, so I followed it with lights and sirens until it stopped.”

Forsythe asked for Delain’s driver’s license after pulling him over and sent the information back to dispatch. After a few minutes, dispatch informed Forsythe there was a warrant out in Washington, D.C. for Delain’s arrest. Back up units were immediately sent to assist with the arrest.

“He played dumb at first, like, ‘Why am I stepping out of the vehicle?’” said Forsythe. “I repeated the command, he got out of the vehicle and I placed him in handcuffs.”

Delian was transported to the Law Enforcement Center, where he was placed in a Detention Cell. Fairfax County Police were notified and responded to the Law Enforcement Center and took custody of Delain where they will obtain a Fugitive From Justice Warrant from the Magistrate of Fairfax County, and Delain will be held in the Fairfax County jail until extradition is authorized.

Command Sgt. Maj. G. Jay Fowler, Office of the Provost Marshal General, attended a brief ceremony for Forsythe on Monday night at the Law Enforcement Center to show his appreciation for a job well done.

“I thought it was important to recognize him because he went beyond just doing his job,” said Fowler. “He demonstrated that he cares about his community. He’s willing to do more than what is required of him and he took a (suspect) off the streets. That’s what it’s all about.”

Forsythe said he didn’t suspect anything out of the ordinary, and learned of the warrant after receiving the information from dispatch.

He said he is happy his efforts will benefit the local community as well as the Belvoir community.

“The arrest benefits more than the Belvoir community, it benefits the entire area,” said Forsythe. “So, it’s nice to see the work we do here affects the larger community.”

Lt. Ron Horne, Fort Belvoir Police Department mid-shift watch commander is also pleased with Forsythe’s effort and that he followed his “cop” instinct.

“He wouldn’t have been wrong to say, ‘Hey, get in your truck and clear out,’” said Horne “But, occasionally that instinct is there that makes you want to dig deeper. He followed his instincts and that’s a good sign.”

Horne said Forsythe has only been with the 212th for two months, but his eagerness to learn about every aspect of police work is encouraging.

“Every day he’s eager to learn,” said Horne. “He looks into every aspect of police work and that’s definitely a positive.”
