U.S. Army Garrison Fort Belvoir will operate on OPEN status tomorrow, 3 July 2012. Employees of the Garrison are expected to report to work on time. Garrison employees who need time off are authorized to request leave for the day, and Supervisors are encouraged to approve it.
Dominion Virginia Power continues to work diligently to restore power to the remaining Villages and offices still without power. Crews are projecting they will have power restored before midnight tonight. The crew chief has advised that the remaining outages are all tied to one recovery project that is in a very hard-to-get area in a more heavily damaged area of South Post.
Our Dominion partners have continued to work since Friday evening to restore electric service to Fort Belvoir and our residents. The following is a brief update on our compliment of DVP personnel, contractor crews and vehicles.
* DVP personnel: 7
* DVP contractors: 5 foremen and 28 line crewmen
* Contractor equipment: 11 bucket trucks and 5 auger trucks
Below is a summary of the major work performed:
* Over 20 broken poles replaced
* Approximately 14 spans of overhead primary wire was down.
* 10 – 12 addition spans of overhead lines affected by trees
* 2 overhead transformer banks on the ground
* 2 overhead switches on the ground
* Multiple other locations with smaller scale damage
The following services within the Directorate of Human Resources will be OPEN tomorrow, 3 July 2012:
* Welcome Center (Soldier In and Out Processing)
* The ID Card facility
* Barden Education Center - colleges classes.
* Army Substance Abuse Program
* Administrative Support Division
* Military Personnel Division
* Casualty Operations
The Installation Official Mail and Distribution Center will NOT process any mail tomorrow. The facility is still without power, and computer connectivity. Customers can pick up distribution from 10:30 a.m. to 2 p.m.
All DFMWR operations will operate on normal schedules tomorrow EXCEPT for the Officers Club, Officers Club Pool, North Post Outdoor Pool, South Post Child Development Center, School-age Service Center, and, the “Library Lite” at Bldg. 778, all of which remain without power. Once power is restored, the facilities will require reset time before being able to reopen to the public.
Child & Youth Services Updates:
* The JoAnn Blanks CDC, Bldg. 1207, will be available from 6 a.m. to 6 p.m. Because South Post CDC is not yet operational, child care for those patrons will be available at the JBCDC.
* North Post CDC will have care available from 6 a.m. top 6 p.m.
* The Youth Center will have care available from 6 a.m. to 6 p.m.
Because the School-Age Center is not yet operations, mission-essential patrons of the School-Age Center, K-2nd grade, will have care available at the Soldier & Family Assistance Center, Bldg. 1263, from 7:30 a.m. to 5 p.m. Mission-essential patrons of the School-Age Center, 3rd-6th grade, will have care available at the Youth Center, Bldg. 1003, from 6 a.m.-6 p.m.
All other SAC patrons should check Fort Belvoir Facebook regularly for updates on that facility.
All CYSS staff are to report as scheduled. SPCDC staff report to JoAnn Blanks CDC. SAC staff for K-2nd grade report to the SFAC at 7:30 a.m.; all others to the YC.
Other DFMWR updates:
* The Outdoor Recreation, Bldg. 778 at Tomkins Basin, will open from 9-11 a.m. to handle equipment reservations only – their full operations cannot resume until they regain power.
* Only the Woodlawn Course is open for golf on Tuesday, as is the Clubhouse with limited food operations.
* The Bowling Center is open with limited food service.
* The Community Center, to include Bozelli’s Deli, will be open for their normal operating hours.
The Fort Belvoir Commissary and all facilities of the Army & Air Force Exchange Service (i.e., Main Store, Shopettes, Gas Stations, Home & Garden Shop) will be open tomorrow for their regular operations.

Belvoir Update,Sunday, Jul. 2, 12:00 p.m. – As of noon, Monday, July 2, Fort Belvoir is working with only emergency-essential personnel.
Power is coming back to all parts of Fort Belvoir, and crews are working as quickly as possible in 90-degree-plus heat.
Fort Belvoir Community Hospital is open. However, its phone system is still affected by Friday’s derecho storm.
Neighborhood Centers are open today with normal business hours, 8:30am to 5:30pm.
Many trees were lost or severely damaged in the storms. Roads are passable, but have debris on the sides. Everyone is asked to give the work crews wide berth to let them make Belvoir safer and more passable with every hour, eventually with the hope that we’ll be soon up to normal operating status.
All DFMWR facilities – fitness, recreation and CDCs – are closed Monday. The Community Center is open until 6pm for lounge services only and those younger than 16 there must be accompanied by an adult. The SFAC near the Warrior Transition Battalion on 9th Street is open until 5, with the same rules for minors.
Belvoir’s commissary has limited items and is open today until 9pm.
AAFES food service is not available. However, the exchange, shopettes and home & garden stores are open.

Belvoir Update,Sunday, Jul. 1, 2:30 p.m. – Most of U.S. Army Garrison Fort Belvoir will operate with a staff of Emergency-Essential Employees only tomorrow, Monday, July 2, 2012. Emergency-essential employees of the Garrison are expected to report to their place of duty on time. Other employees of the Garrison should contact their supervisors regarding their specific duty status.
New info since 2:30 P.M.:
Dominion Electric has restored power to most homes on post, and is working diligently to restore power to those remaining. The hope is to have power restored sometime between tonight and early Monday morning. All Neighborhood Centers will be open Monday, 2 July and operate under normal business hours (8:30 am-5:30 pm). The Villages at Belvoir management staff is continually providing updates for residents via the OneCall e-mail notification and Facebook.
DFMWR advises all fitness, recreation and child development centers are closed July 2. The Community Center will be available for residents to visit and relax, as the air conditioning is operational. Staff will be on hand between 10 a.m. and 6 p.m. Likewise, the Soldier, Family Assistance Center near the Warrior Transition Battalion on 9th St. is open from 7:30 to 5. At both the Community Center and the SFAC, children under 16 must be accompanied by an adult – families are welcome! All other DFMWR facilities are closed Monday July 2.
The Fort Belvoir Commissary Store will open tomorrow at noon with limited perishables from the refrigeration section. They will stay open until 9 p.m.
AAFES reports they will open stores tomorrow. Food service by AAFES will not be available, but the exchange, shoppettes, and home and garden stores are open Monday.
Fort Belvoir Elementary School has CANCELLED all STEM program activities for Monday, and will advise latger as to Tuesday’s sessions. For additional info regarding FBES, call (703) 781-2708
Fort Belvoir's Chapels have cancelled services until electricity is restored. We will provide an update when Belvoir's Staff Chaplain Directorate resumes services. Chaplains are still on duty for emergency needs.
The Directorate of Human Resources will operate with minimal staff on 2 July due to power outages.

Previously reported information
Many of the Garrison’s facilities and services still have no power. Crews continue to work around the clock to restore power and clear fallen trees and debris. Updates are provided via global e-mail, the Belvoir listserv, Facebook and Twitter, the phone hotline at (703) 805-3030, and Belvoir AM1610 radio announcement service. Information on Fort Belvoir’s operating status is also provided to local area media outlets.
Each Fort Belvoir mission partner organization has the authority to make its own independent operating status decision; however, many do follow the Garrison’s status. Mission partners need to take into account the availability of power to their facilities, start-up of mechanical systems (HVAC, etc.) following restoration of power, storm debris on parking lots, and the condition of the roads and intersections on post (traffic lights at this time remain offline and not working), and availability of Child Care facilities.
Fort Belvoir, with the exception of the Mark Center, falls outside of OPM’s NCR operating guidance, which applies ONLY to federal agencies inside the beltway. Supervisors should consult FB Reg 115-1 (online at http://bit.ly/N24H5Y), and ensure their internal notification systems are current.
Employees who have the slightest doubt as to their duty status
should contact their supervisors.
Just as a reminder, all intersections where traffic lights are not operational will be treated as four-way stops. Vehicle operators should drive with caution to avoid maintenance crews and repair work.
