What changes are occurring with the access to Fort Belvoir?
There are basically two changes occurring effective Nov. 5, 2011 at Fort Belvoir that impact how people enter Fort Belvoir.
a) Pence Gate is Fort Belvoir's "24 Hour Gate." With the widening of Belvoir Road now complete, Pence Gate returns to 24/7 operation as of Nov. 5, becoming the post's main gate. Tulley Gate will be the visitor gate, and, its hours of operation are 5 a.m. to 9 p.m. seven days a week. Tulley Gate's primary use is for commercial vehicles and non-DoD-issued ID holders.
b) Use of DOD decals/vehicle registration is discontinued. Fort Belvoir ceases use of DOD decals/vehicle registration on Nov. 5, 2011. Holders of DoD-issued ID cards will be able to enter post at ANY gate.
Why is Fort Belvoir no longer using DoD decals/vehicle registration?
The Army no longer mandates vehicle registration. All Army installations of the Military District of Washington will stop requiring DOD decals/vehicle registration.
Should Soldiers scrape the decals from their vehicles or leave them on?
Decals for Army personnel are optional. There is no mandate to remove them. The ID and documents such as car rental agreements, title, inspection, and state registration are subject to check at the gates, and required to be presented to law enforcement officials or gate guards.
How are posts supplementing security measure?
Common Access Card vetting, just as we do now, will continue. As in civilian communities off post, drivers are required and subject to citations for failing to ensure proper registration, inspection and insurance on vehicles. Law enforcement will continue vehicle safety checks, random searches and inspections at all gates.
Have overseas posts ended their decal programs?
ALARACT aligns Army Policy with other U.S. Air Force and U.S. Navy which eliminate decals as a mandatory requirement. Installation law enforcement will enforce standards for state and local registration, insurance and safety through command inspections, traffic enforcement, and checks at access control points.
If some posts keep the policy and others dump decals, will that create a problem for soldiers traveling in POVs on TDY to other posts?
No. This situation currently exists as the U.S. Air Force ended use of decals several years ago. The Common Access Card inspection process focuses on people coming onto post instead of vehicles entering our gates.
Will there still be Long Term Passes?
Yes. A six-month pass is still available at the Visitor Processing Operations Center at Tulley Gate. The VPOC is open Monday through Friday from 8 a.m. to 5 p.m.
Is a state-issued driver’s license considered a “government identification card?”
No. The identification must be issued by the Federal Government. Examples include common access cards, military identification cards for family members and retirees, Veteran
Will these changes affect access to Rivanna Station in Charlottesville, Virginia?
Yes. These policies will be in affect at Rivanna Station. Drivers will no longer need DoD decals to enter the sub installation after Nov. 5, 2011.
How does this affect Fort Belvoir North Area?
The Fort Belvoir North Area does not currently require decals or identification for access to the property. This will not change.
Does this impact the DOD Office Complex at the Mark Center?
No. Access to Mark Center is based off of Pentagon Force Protection Agency standards. Only authorized employees are allowed to enter the DoD Office Complex at Mark Center.
Does this change the state registration/inspection requirements for vehicles entering the post?
No. All drivers on post must have valid license, proof of insurance and current registration when operating any vehicle on post.
