Transportation Division
The Division provides overall transportation management including GSA Fleet vehicles, freight movement, and Household Goods (HHG) shipments. The TMP dispatches vehicles on a daily, weekly, or bi-weekly basis and trains and licenses vehicle operators to operate buses, forklifts, and tractor/trailers. The Movements Branch supports customers with processing of Port Calls and other air travel IAW DOD Travel Regulations and established guidelines. The Household Goods Section provides the following services to Service Members and DOD Civilians that work on Fort Belvoir; Outbound counseling (PCS orders are required for counseling), and DITY moves (finalize for Army only). Hours of operation are 0830-1600 Monday-Friday. Service is provided on a walk-in basis. The phone number for the Household Goods Section/outbound counseling is (703) 805-5674. All other household goods services are provided by JPPSOWA (703) 806-4900. The Movements Branch also provides transportation services for unit or group moves, convoy clearances, special hauling permit, shipment of government freight, official travel arrangements, and support of regional contingency deployments. Lastly, the Movements Branch is also responsible for the processing of requests for non-temporary storage and local moves.


Local move requests begin at the Fort Belvoir Housing Services Office (HSO). upon receipt of assignment / termination of housing orders. The HSO is located at 9851 Harding Place, 703-805-3019. The HSO counselor will create the assignment / termination memorandum, and submit to the DOL. The DOL reviews and approves all move orders and can be contacted at 703-805-5061 for all NTS requests. The only local move processed through the DOL for housing termination is moves to the local area upon receipt of retirement orders. Moves outside of the local area must be processed utilizing the final retirement move authorized on the orders. A copy of the processing instructions is available at this link:

Non-temporary storage (NTS) is available for military personnel moving onto the installation, to store excess/oversized furniture that will not fit in the on-post housing or garage. E-85 Fuel Now Available at the Fuel Point

The TMP manages all GSA vehicles (FB Form 12 Vehicle Request, Liability Waiver) assigned to the Fort Belvoir Fleet (DOL Fleet Rates). There are several rules each agency and operator must follow to ensure they do not incur a liability to the government. A few key rules are as follows:

• The repair costs for TMP vehicles damaged through other than fair, wear, and tear will be charged to the using unit's current MIPR or via a new MIPR prior to the unit being permitted to utilize another TMP vehicle..
• GSA vehicle may not be utilized outside of a 100 mile radius from the TMP. An exception may be requested on each occasion (blanket exceptions will not be granted). The request must specify why the GSA vehicle is the only vehicle which can be used for the specified mission.
• GSA vehicles may not be used for TDY trips without prior approval by the Fleet Manager..
• There is no smoking in a GSA vehicle.
• Damaged must be reported to the Dispatcher within 24 hours of the incident which caused the damage. A detailed accident report must be prepared by the operator for use as an exhibit on a Financial Liability Investigation if required.
• Operators are responsible to conduct a Preventive Maintenance Checks and Services (PMCS) inspection prior to operating the vehicle. Discrepancies should be reported to the Dispatcher.
• Vehicles will be cleaned and washed by the customer prior to the vehicle being turned-in to the Dispatcher. Cleaning equipment and an automatic car wash are available at the TMP.
• Effective 01 November 2007 you will need 10,000 lbs. and below on your Gov't License to dispatch and/or operate our new Hi-Cube vehicles. The new vehicles sent to us by GSA has a GVW of 11,500 lbs, so this changes the license requirement. If you will be needing to dispatch / operate this vehicle you will need to come by the TMP in advance to take a road test. Please bring your original 348 and 346 on the day you road test. Need a military driver’s license?

A military driver’s license is required to operate all government vehicles, including GSA vehicles.  To obtain a military driver’s license, follow the steps indicated below:

1. Take either the Army Traffic Safety Program, Accident Avoidance Course or the GSA Accident Avoidance Course. The GSA Accident Avoidance Course requires more time to complete, but is accepted by most insurance companies for a discount on an automobile insurance policy.

  a. Army Traffic Safety Program, Accident Avoidance Course:

      1) If you are using a gov computer with a CAC card reader, login to AKO using your CAC and PIN.
      2) From within AKO, click the drop down menu SELF SERVICE
      3) Select MY TRAINING.
      4) Click on the ALMS logo
      5) Search for TRAFFIC SAFETY
      6) Click on the course "Army Traffic Safety Program, Accident Avoidance Course for Army Motor Vehicle Dr"
      7) Click Register.
      8) Click Launch Content.

2. Prepare an NCIC background check document found at the following link:

3. Bring one of the Accident Avoidance Training Completion Certificates and the completed NCIC background check to the TMP office. The TMP office will contact you when the NCIC returns from processing and the license has been prepared (approx 5 days).
